Did you read the article at all? They said the YEARLY surplus was expected to be $2 billion and that the 1H was $1.1 billion. Projecting a similar outlook for 2H, $1.1+$1.1 ~~ $2.

Wow, you clearly didn’t read the headline. Whether $1.1 billion or $2 billion, a surplus is a surplus, and it doesn’t leave the budget “in the red.”
